Counties can form PUDs, grant them electric authority and fund feasibility studies. They also negotiate franchise terms with PSE.

What to say in two minutes

“My name is ___ and I live in ___. I’m a PSE customer. My typical bill went from about $97 in 2023 to about $160 this year, and PSE is asking for another $28 a month next year, plus more in 2028 and 2029. PSE’s owners are six foreign pension and investment funds who are being paid a 9.9% return, and want 10.8%. Public Counsel has shown an 8.17% return is fair and that shareholders, not customers, should pay for executive bonuses, lobbying and investor relations. I’m asking the Commission to adopt Public Counsel’s recommendations, reject the new gas-plant contracts that will lock in costs for 17 years, and hold PSE to the affordability standard in the Clean Energy Transformation Act. Thank you.”
